The Board of Pharmacy is established under KRS 315.150. The Board consists of six members appointed by the Governor. Five of these members are licensed pharmacists and one member shall be a citizen who is not associated or financially interested in the practice of pharmacy. The Kentucky Pharmacists Association submits a list of five pharmacists to the Governor annually. The submitted pharmacists must have five years experience in the practice of pharmacy, be a resident of Kentucky, and be in good standing. The Governor may appoint two persons from the list, to take office on January 1. The citizen member is appointed solely by the Governor. No two members of the Board may reside in the same county. The term is four years, with no succession after two full terms. Each member serves until his/her successor is appointed and qualified, unless removed for cause. The Governor shall fill vacancies within 60 days and that member shall serve for the remainder of the term vacated. Each member shall take an oath to perform the duties of his/her office faithfully and impartially.

MIKE BURLESON – Executive Director

On October 1, 2004, Michael A. Burleson assumed the position of Executive Director of the Kentucky Board of Pharmacy. Mr. Burleson is a 1974 graduate of the University of Kentucky College of Pharmacy. Prior to assuming his position with the Board, Mr. Burleson was a pharmacy manager with Walgreen's. He was also a pharmacy owner for 19 years in Henderson, KY. He has previously been employed with Muhlenberg Community Hospital, Methodist Hospital, and Rite-Aid pharmacy. Michael served on the Henderson County Board of Education from July 1988 through November 2002. He was a founder and served on HOPE, Inc., Hendersonians Offering a Promising Environment (formerly CHOICE - Caring Hendersonians Offering Informed Community Enlightenment, and Henderson County War on Drugs) from 1983 through October 2002. Programs initiated by this group included "Just Say No" programs, Parent to Parent, Project Graduation, Teen Court and a coffee house. Michael was and continues to be involved in the University of Kentucky Alumni Association starting as a local board member and president of the UK-Henderson County Alumni Association, National Board of Directors and President of the National Alumni Association 1994 - 95. He is a past president of the University of Kentucky College of Pharmacy Alumni Association and has served on various committees including the Dean's advisory, Dean's outreach, interviews and admissions. He has also been involved with KPhA, as a committee member and served two terms on the Board of Directors. He served as secretary-treasurer for the Tri County Pharmacists Association (Henderson, Union and Webster County) for many years. He and his wife, Cheryl, reside in Lexington, Kentucky.
STEVE HART - Pharmacy Inspections and Investigations Coordinator

Steve began his employment as a Pharmacy and Drug Inspector in December of 2004 and assumed his current position as Pharmacy Inspections and Investigations Coordinator on April 1, 2009. His territory consists of the central Kentucky area. Steve is a 1984 graduate of Samford University McWhorter School of Pharmacy in Birmingham, Alabama. Prior to his employment with the Board of Pharmacy, Steve worked as the Pharmacy Development Manager for Rite Aid’s Louisville market. He has been an independent pharmacy owner and served as the Director of Pharmacy at the University of Tennessee Cancer Center in Memphis, Tennessee. He currently serves as a member of the National Certified Investigator/Inspector Training and Compliance and Discipline subcommittees as well as Regulatory Agency Administrators and Facilities Regulation Special Interest Groups for The Council on Licensure, Enforcement and Regulation (CLEAR). Steve is active in his church, serving as the chairman of the Mission Committee for 2008-2009 and traveling to Brazil and Romania on numerous mission trips. He is an Eagle Scout and served as an assistant Scoutmaster for nine years. He also enjoys a round of golf and horses. Steve and his wife, Lisa, have four children and reside in Frankfort, Kentucky.
KATIE BUSROE - Pharmacy and Drug Inspector

N. Katie Busroe is a resident of Morehead, Kentucky. She has been employed as a Pharmacy and Drug Inspector by the Kentucky Board of Pharmacy since August 1998. Her territory is most of Eastern Kentucky and some of Northern Kentucky. She is a 1991 graduate of Transylvania University with a Bachelor of Arts in Biology and a 1994 graduate of the University of Kentucky College of Pharmacy. Before employment with the Board, Katie worked in retail pharmacy in Eastern Kentucky. Katie’s hobbies include needlework and reading.
PHILIP C. LOSCH - Pharmacy and Drug Inspector

Phil Losch is the investigator and inspector for the western counties of Kentucky. He has held this position since April, 1999. Phil is a 1972 graduate of the University of Kentucky College of Pharmacy. Prior to his position with the Board, he has held various hospital pharmacy management positions for twenty years. Additionally, Phil has been a pharmacy owner, chain pharmacist and consultant pharmacist. Phil served on the Kentucky Board of Pharmacy from 1994-1999 and served as President of the Board in 1996. He is also a past-president of the Kentucky Pharmacist Association. His awards include being a recipient of the Bowl of hyGeia, UK College of Pharmacy Preceptor of the Year, and has received the Pharmacist of the Year Award from both KPHA and KSHP. Phil's wife Julie is also a pharmacist and they both continue to travel to Nicaragua and Ecuador on annual medical mission trips. Other hobbies include gardening, golf and restoring old cars.

Chris Frasure is a resident of Lawrenceburg, Kentucky. His territory will consist mostly of Louisville and the surrounding areas. Chris is a 1992 graduate of the University Of Kentucky, College of Pharmacy. His pharmacy experience consists mainly of managing retail pharmacies, working for Kmart Pharmacy from 1993 to 2006 and then with Walgreens Pharmacy in Frankfort from 2006 until 2009. Chris's wife, Natalie, is a middle school math teacher for the Anderson county school system. They have 4 children, Luke, Abey, Joey and John. Chris enjoys football, basketball and fishing.

Shannon Kennedy Allen began working as a Pharmacy and Drug Inspector for the Kentucky Board of Pharmacy in August 2009. She is a 1993 graduate from the University of Kentucky, College of Pharmacy. Shannon worked 16 years in retail pharmacy. Upon graduation, she was the pharmacy manager for Rite Aid pharmacy. Two years later, Shannon began working for Wal-Mart pharmacy and remained there for 14 years. Shannon is originally from Manchester, KY. As a teenager, she worked with her father, a pharmacist, in an independent pharmacy. She was encouraged by her mother to become a pharmacist and chose to follow in her father's footsteps. Shannon lives in London, KY and inspects South Kentucky.

Lisa Atha began working for the Board of Pharmacy in January 2005. Prior to coming to the Board of Pharmacy she was with the Kentucky Transportation Cabinet as an Executive Secretary for 9 years. Lisa is a graduate of Georgetown College. Her duties at the Board include payroll, interns and reciprocities, issues licenses and permits, processes Minutes for all Board meetings and various other duties to facilitate the successful operation of the office. She is a native of Eastern Kentucky and has lived in Frankfort for the last 32 years. She is married to Jeffrey Mark Atha and they have two children, a daughter, Erin and a son, Robbie. They are very active members of Buck Run Baptist Church and enjoy serving the Lord.

Darla Sayre is a resident of Lawrenceburg, Kentucky and began work with the Kentucky Board of Pharmacy in April 2004. Prior to working for the Board she worked at the Drug Enforcement Branch of the Cabinet for Health and Family Services and at Rite-Aid as a pharmacy technician. Darla’s duties include issuing licenses and permits, maintaining the website, maintaining financial records and many other tasks involved in the successful management of the Board office. Darla and her husband, Bo, have three children and three grandchildren. They are very active in their church, Fox Creek Christian Church.

Bryan Proctor is a resident of Lawrenceburg, Kentucky and began work with the Kentucky Board of Pharmacy in September 2008 as an Administrative Specialist III. Bryan has previously worked in independent and retail pharmacies as a Pharmacy Technician, and with the Kentucky Department of Agriculture. Bryan’s duties include answering the phone, assisting in office tasks, performing license verifications and many other tasks involved in the successful management of the Board office. Bryan and his wife, Stephanie, have two children. They are very active in their church at First Baptist Church, where Bryan serves as the Children's Pastor.
